Custom Makeup Formula Development

Custom Formulation for Color Cosmetics Brands

Develop a makeup formula around a clear product brief, physical reference sample or market need. SINDEBELLA supports formula adjustment and new development across lip, complexion, eye, brow and powder categories, with category-specific MOQ, sampling terms and testing routes stated before the project begins.

Choose the Right Development Route

Not every differentiated product needs a formula built from zero

The useful question is not simply "Can this be customized?" It is how much development is needed to achieve the product direction without adding unnecessary cost, sampling rounds or production risk.

01 · AVAILABLE FORMULA

Select a Mature Formula

Choose from available formulas and shades when a faster launch, lower development complexity and stock packaging are the priority.

  • Best for market testing
  • Limited formula changes
  • Separate private-label MOQ applies
02 · FORMULA ADJUSTMENT

Adjust an Existing Formula Base

Use a mature base and define the shade, texture, finish, scent, viscosity or ingredient direction that needs review.

  • More focused laboratory work
  • Brief must define priorities
  • Category custom-formula MOQ applies
03 · NEW DEVELOPMENT

Develop from a New Brief

Begin from an original concept or physical reference sample when existing routes do not fit the intended texture, finish or performance direction.

  • Higher development cost
  • More time and testing
  • Suitable for a defined long-term product plan

Formulation Laboratory Scope

What our formulation laboratory handles

Laboratory work begins with a defined product brief. Depending on the project, the team can evaluate a physical reference, adjust a mature formula base, develop a new formula direction, prepare shades and textures, and review the approved formula with the selected packaging.

The laboratory scope is confirmed before sampling so the development fee, adjustment rounds and testing plan are clear.

Reference Sample Evaluation

Review texture, shade, finish, application and sensory direction from a physical product reference.

Mature Formula Adjustment

Adjust shade, texture, finish, scent, viscosity or ingredient direction from a suitable existing base.

New Formula Development

Develop from an original brief when an available formula does not match the required product direction.

Formula-Packaging Matching

Review the formula with the selected pump, applicator, brush, stopper, tube, pan or compact.

Laboratory review still has practical limits

Not every requested ingredient, performance claim or packaging combination is automatically workable. Compatibility, stability, target-market requirements and production quantity still need to be reviewed.

Formula CategoriesSee what can be developed by product categoryOpen the category guide for the formula, shade, applicator and packaging points that should be defined.

Choose the category first, then define what the customer should notice

A good formulation brief describes the product in use: how it applies, looks, sets, wears, removes and works with its package. Ingredient ideas come after the main customer experience is clear.

Confirmed Custom-Formula MOQ

Plan quantity by formula or shade before laboratory development

These ranges apply to custom formulation or custom-development routes. Packaging components, custom colors, surface finishes or private molds can carry a separate MOQ.

Product Category Custom Formula / Development MOQ What Affects the Route
Lip gloss / lip oil 1,000-3,000 pcs per formula or shade Texture, shade, scent, shimmer, active direction and filling compatibility.
Liquid lipstick 1,000-3,000 pcs per formula or shade Pigment, finish, film system, dry-down, comfort and tube compatibility.
Bullet lipstick 1,000 pcs per formula or shade Formula, shade, bullet shape, tube and filling setup.
Foundation / concealer 1,000-3,000 pcs per formula or shade Shade count, pigment matching, coverage, texture, viscosity and package.
Mascara / eyeliner 6,000-10,000 pcs Formula, brush or applicator, stopper, tube, sealing and eye-area testing plan.
Brow products / pencils 10,000 pcs Core or formula, mechanism, component color, cap, barrel and printing.
Powder products 1,000-3,000 pcs per formula or shade Pressed or loose format, pigment, shade, pan, compact and pressing setup.

If the planned quantity is below the category MOQ

Use an available mature formula, available shades and stock packaging to test the market first. Full custom development should not be quoted as a 100-200 piece test project.

Product BriefWhat should be included in a formulation brief?Reference product, formula priorities, packaging, market, quantity and documents.
Custom makeup formula brief review with reference sample, texture swatches, shade targets and packaging components

"Make it like this product" is a reference, not a complete brief

A physical sample helps us study texture, shade, finish and sensory direction. It does not remove the need to define what matters most, which features can change and which target-market requirements apply.

  • Product category and intended customer
  • Physical reference sample or product link
  • Target texture, finish, shade and coverage
  • Main performance priority and acceptable trade-offs
  • Ingredient or claim direction
  • Packaging reference and applicator or pump
  • Target country and required documents
  • Quantity per formula or shade and launch timing
Performance Trade-OffsWhy one formula cannot maximize every claimWear, comfort, coverage, shine, oil control, ingredients and packaging must be balanced.

Color cosmetics often balance competing requirements. Sampling moves faster when the brief ranks the features instead of asking one formula to maximize every benefit.

Wear vs. Comfort

Stronger film formation and faster setting may improve wear or transfer resistance, while richer emollients can improve comfort but change dry-down and adhesion.

Coverage vs. Lightweight Feel

Higher pigment and coverage can affect spread, skin feel and how visibly the product sits on texture. Define whether coverage or weightlessness comes first.

Shine vs. Migration Control

High-shine lip systems need the right viscosity, structure and applicator control to reduce leaking, stringiness or product collecting at the tube neck.

Oil Control vs. Dryness

A foundation for oily skin still needs a finish and feel suitable for the intended customer. Strong oil-control language alone does not define a usable formula.

Active Story vs. Compatibility

An ingredient must suit the formula system, use level, stability, color, odor, packaging and claim plan. Not every requested ingredient can simply be added.

Formula vs. Packaging

Viscosity, particle size, solvent system and filling behavior must work with the pump, wiper, brush, applicator, pan or tube selected for the product.

Custom Formulation FAQ

Questions to settle before paying for laboratory development

Can SINDEBELLA adjust a formula from a physical reference sample?
Yes. A physical sample can be used to study texture, shade, finish and sensory direction. The development brief should still state which features are most important and what may be changed.
Can you develop a completely new formula from zero?
Yes. New development can begin from an original brief, but it costs more and normally requires more laboratory work than adjusting a mature formula.
What is the custom formulation MOQ?
Lip gloss and lip oil: 1,000-3,000 pcs per formula or shade; liquid lipstick: 1,000-3,000; bullet lipstick: 1,000; foundation and concealer: 1,000-3,000; mascara and eyeliner: 6,000-10,000; brow products and pencils: 10,000; powder products: 1,000-3,000.
How much is formula development?
The fee is US$100-300 per formula or shade based on the requirements and complexity. Each additional shade is charged separately.
How many sample adjustments are included?
The fee includes the first laboratory sample and two free adjustment rounds based on the original confirmed brief. A substantially different formula direction is a new development project.
Can the development fee be credited to my bulk order?
Yes. The sample development fee can be credited when the bulk order reaches the MOQ for that individual formula. Sample shipping is not credited.
How long does development take?
The first sample normally takes 15-25 working days. Each adjustment round takes approximately 10-15 working days. Bulk production after approval is approximately 5-10 weeks based on quantity and project requirements.
Can I request specific skincare ingredients or claims?
You can request an ingredient or claim direction, but the ingredient must be reviewed for formula compatibility, use level, stability, packaging, documentation and target-market claim requirements.
Can you sign an NDA, and is my paid custom formula exclusive?
An NDA can be signed for a suitable project. A formula developed and paid for as the client's custom project can be arranged as exclusive to that client.
Which documents and tests cost extra?
Microbiological testing, CPSR / PIF support, challenge testing, heavy-metal testing and other third-party or market-specific work require a separate fee. Stability, formula-packaging compatibility, COA, MSDS / SDS, full INCI and target-market ingredient review can be provided with a confirmed order.
