DIRECT ANSWER

What are cosmetic compliance documents?

Cosmetic compliance documents are technical, safety, quality, labeling and notification records used to support product assessment and market entry. They are not one universal certificate. Different documents describe different things: an MSDS addresses safe handling, a COA records quality data, a PIF organizes EU or UK product information, and notification systems such as CPNP or SCPN are handled through the relevant Responsible Person route.

DOCUMENT DEFINITIONS

Common documents answer different questions

Document What it normally shows Who commonly prepares or manages it When it is useful
MSDS / SDS Product identification, hazards, handling, storage and transport-related safety information. Manufacturer or qualified document provider using confirmed product information. Importer, freight, workplace or product-safety communication.
COA Selected specifications or test results for a product or production batch. Manufacturer, laboratory or quality team depending on the document. Batch release, importer review or quality records.
Ingredient / Formula Information INCI names, composition information or formula details at the level appropriate to the purpose. Formula owner or manufacturer, subject to confidentiality. Labeling, safety assessment and regulatory review.
Product Specification Defined appearance, fill weight, physical parameters, packaging or quality requirements. Manufacturer and brand based on the approved product. Production, inspection and repeat-order control.
PIF Organized product information required for EU or UK compliance routes. Responsible Person with information from the manufacturer and specialists. EU or UK market preparation and ongoing compliance records.
CPSR Safety assessment based on formula, exposure and supporting data. Qualified cosmetic safety assessor. Core part of an EU or UK PIF.
CPNP / SCPN Product notification information for EU or Great Britain routes. EU or UK Responsible Person. Notification before placing products on the relevant market.

WHEN DOCUMENTS ARE NEEDED

Document planning follows the product, not the other way around

1

Concept Stage

Identify target market, claims, responsible business and expected document route.

2

Formula & Packaging

Confirm ingredients, intended use, component compatibility and label space.

3

Testing & Assessment

Arrange tests and safety or regulatory work required by the product route.

4

Production & Market Entry

Prepare batch, shipping, importer and notification records as applicable.

RESPONSIBILITY MAP

Manufacturer, brand, importer and regulatory partner do different work

Manufacturer

Provides confirmed formula or ingredient information, specifications, batch information and available factory or product documents.

Brand / Importer / Responsible Person

Controls market placement, label responsibility, claims, local notification and document retention according to its legal role.

Laboratory / Safety Assessor / Partner

Performs tests, safety assessment, PIF preparation or local regulatory services within its professional scope.

Important: “FDA Listed Formula” or product listing language should not be presented as FDA approval. Likewise, CPNP notification is not an EU product approval certificate.

MARKET DIRECTION

The same product may require a different route in each market

EU / UK

Responsible Person, PIF, CPSR, label review and notification are commonly part of the market route.

USA

Company role, facility, product listing, label and current FDA-related obligations should be reviewed for the product and business.

GCC & Other Markets

Importer, local authority, conformity, notification, testing and label requirements differ by country.

FAQ

Common questions about cosmetics documents

Is an MSDS the same as a COA?

No. An MSDS communicates safety and handling information. A COA records selected quality or test results for a product or batch against defined specifications.

Is a PIF issued by the cosmetics manufacturer?

A manufacturer supplies much of the technical information used in a PIF, but the complete EU or UK product information route is normally organized with the Responsible Person and qualified safety or regulatory professionals.

Does CPNP registration mean a product is approved by the EU?

No. CPNP is a notification system, not a pre-market approval certificate. The Responsible Person remains responsible for compliance and maintaining the required product information.

Do all markets require the same tests and documents?

No. Requirements depend on market, product type, formula, claims, importer, retailer, packaging and the role of each business in the supply chain.
