Many new beauty brands ask the same question before starting a private label makeup project: “What is your MOQ?” The answer depends on what you want to customize.
A ready formula with stock packaging and simple logo printing can usually start at a lower quantity. A new formula, custom shade range, special packaging finish, private mold or full regulatory testing plan will require a higher MOQ because more materials, production setup, testing and supplier coordination are involved.

The more formula, packaging and supplier work your project needs, the more MOQ, time and cost should be planned.
Before comparing MOQ, it helps to understand what kind of project you are actually asking for. These terms are often mixed together, but they require different production work.

Surface treatment means changing the appearance or feel of an existing packaging component. It can make stock packaging look more premium, but it usually requires higher MOQ because the packaging supplier needs separate production setup.

Add your brand logo to stock packaging by silk screen printing, UV color printing or hot stamping where supported.

Change tube or cap color through spray, coating, gradient effect or matte finish when MOQ supports it.

Surface treatment needs separate packaging supplier setup, color matching, coating trial, decoration trial and quality checking. That is why custom packaging finishes usually need a higher MOQ than simple logo printing.
Many low-MOQ requests are possible only when the customization level is realistic. The goal is not to limit your options, but to match your launch plan with what can actually be produced.
Usually, 100 pcs is more suitable for ready-made products, simple white label projects or sample-style testing. Full formula customization, special packaging color, custom tube shape or private mold development normally cannot be supported at this quantity.
Color changes may be possible when using an existing formula base, but the actual MOQ depends on pigment preparation, filling setup, shade approval and production planning.
Packaging often comes from specialized packaging suppliers. Custom colors, coating, electroplating or mold changes require separate material setup and machine preparation.
Order-related documents depend on the final formula, packaging, shade, batch and target market. Market-specific certificates or regulatory files may require third-party support and extra cost.
Some directions can be reviewed, but organic, halal or market-specific claims need suitable raw materials, documentation and sometimes third-party testing or certification.
A focused first shade range is usually more practical. Too many shades increase sampling, inventory, photography, label management and marketing pressure.

For private label makeup, packaging is often the part that changes MOQ the most. Many brands think packaging customization only means adding a logo, but there are several levels of packaging work.

Formula customization can be simple or complex. The more you want to change, the more sampling, raw material review, stability checking and production planning may be needed.

Shade adjustment, texture optimization, ingredient story and full formula development require different sampling and MOQ planning.
Using an existing formula base and adjusting shade direction is often more practical than developing a new formula from zero.
Brands may want smoother feel, creamier texture, less stickiness, better blendability, softer matte finish or longer wear.
Hero ingredients such as vitamin E, hyaluronic acid, niacinamide or plant oils should be reviewed for compatibility and claim support.
Development can begin from a physical reference sample or a new brief. Developing a completely new formula costs more than adjusting a mature formula and follows the category MOQ listed above.
