The Same Product Can Be Quoted in Very Different Ways

A lipstick made with an existing formula and stock component is a different project from a new formula, exclusive shade or custom-molded case. Defining that difference first makes quotations, samples and timelines easier to compare.

Private Label

Selected mature formulas, available shades and existing components. This route is often used to test demand or launch several coordinated products.

Custom Formula

A development route for a new shade, texture, performance direction or product experience. Feasibility, testing, quantity and timing are reviewed by project.

Custom Packaging

Decoration of an existing component is different from a new component color, applicator, structure or mold. Each level has different supplier minimums.

What information does a makeup manufacturer need before quoting?

Identify the product, number of SKUs or shades, target market, expected quantity per SKU, preferred manufacturing route, packaging direction and target launch time. A reference product or visual brief helps define the intended result, but it does not by itself confirm feasibility or price.

What is the difference between private label, OEM and ODM cosmetics?

Terminology varies between suppliers. For practical project planning, distinguish between an existing formula and component route, formula or shade development, and new packaging development. Confirm exactly what is being changed, who approves it and which work is included in the quotation.

Can a startup brand begin with samples before ordering?

Sampling is normally the appropriate first step after the product route is defined. Formula samples, packaging samples and decorated pre-production samples answer different questions and may have separate fees and timing.

Can the first formula sample be modified?

Revisions may be possible during development. The available changes, number of rounds, fee and timing depend on whether the project starts from a selected mature formula or requires custom development.

Unit cost changes with formula, fill weight, shade count, component, decoration, outer box, testing, quantity and delivery terms. A useful quotation must be tied to a defined configuration rather than a generic product name.

Which certificates and technical documents can be shared?

Current facility-level information may be reviewed first. Product-specific INCI, SDS, COA, test records and market-supporting documents depend on the selected formula, SKU, batch and destination market, and are confirmed at the appropriate project stage.

Does a manufacturer complete EU notification for every customer?

EU product assessment, the Product Information File and CPNP notification relate to a specific finished product and the EU Responsible Person. The available technical support should be reviewed after the formula, packaging, claims and destination market are defined.
