Confirm the product is a cosmetic

Where does the brand submit the Canadian CNF?

The Cosmetic Notification Form is submitted through Health Canada’s official online CNF page: Notification of Cosmetics - Canada.ca. CNF is a notification, not a product approval certificate.

Who submits? The manufacturer and importer are responsible for notifying Health Canada after first sale in Canada.
When to submit? Within 10 days after the cosmetic is first sold in Canada.
Is CNF a certificate? No. Submission does not mean Health Canada approves the product or confirms it is compliant.
  1. Confirm the product is a cosmetic and does not use drug-like or therapeutic claims.
  2. Prepare product brand/name, product form, area of application and intended use.
  3. Prepare the manufacturer, importer, notifier and label contact information.
  4. Enter the full ingredient list using INCI names and ingredient concentration or concentration range codes.
  5. Check Hotlist status for each ingredient and add label copies if warnings or restricted ingredients require review.
  6. Save a copy of the CNF submission for future amendments or product record keeping.
Practical note: If the Canadian customer does not know how to complete the CNF, they should work with a Canadian importer or compliance consultant.
